Actually, without the site acting as a tracker you wouldn't be able to share shit using the BitTorrent protocol. At least not yet, anyway. You need to upload a torrent to a tracker, then seed the file for others to download. No uploaded torrent, no peer-to-peer filesharing. So yes, torrent sites are facilitating the illegal sharing of copyrighted material, whatever it may be.
