Yes I agree. Bush is negligent. He should of sought out this Cho character a long time ago. Sat him down, and fixed the dudes brain with some therapy or something. Because everything is Bush's fault. Seriously wtf was the guy thinking NOT to seek out people like Cho and fix their mental problems.
