Anyone who actually believes anything will even come of this is on crack. North Korea is just calling everyone out, and they can't even back their words up if they wanted to.
The ultimate worse that could happen is they nuke someone close with the 2 not-so-long-range nukes they've got. Then what? Then we (and others) bomb their country straight to hell, and they become isolated from the world for the next 100 years.
That certainly doesn't sound like a good plan on their part. They have NOTHING to gain by nuking someone, but everything to gain over time by not.
