The Husband/Father asked the cops to close the car door so the dog would not jump out. The troopers refused.
I see no reason why they didn't shut the car door. They knew they had everyone out of the car. It makes common sense of course to close the door so the dog CANNOT get out and POSSIBLY do harm to the troopers or get on the road and get hit, etc...
There was no reason why they shouldn't have shut the car door.
