Well... the blood is still viable for a while, so is the HIV virus. While a mosquito doesn't eject any blood when it bites a victim, in theory it would be possible to still get infected (however unlikely). Say if HIV-infected person A gets his blood sucked by a mosquito, mosquito then lands on clean person B -- specifically in a new wound. Clean person B then smacks the shit out of the mosquito as it is biting him on a fresh wound, squishing the mosquito in the process and causing the HIV-infected blood to squirt out and into his open wound.

Yeah, very VERY unlikely, but still in the realm of possibility.
