ROFL... Jesus fucking christ, you'd practically be arming a FOREIGN ARMY in the process then inviting them within your borders. You'd have to have one helluva quota on how many you let in the army otherwise you'd be fucked if they decided to have a little march towards D.C. and install their own president.
