I doubt this is about fraud protection, it's about a glitch in their system that they need to look into and fix.
I've wanted on several occasions to go ahead and set up an epass account for myself, it's threads like this that prevent that from happening.
Keyser, you have to admit it's rather odd for a client not to be able to delete a few old CC's and replace them with a new one, no? I'm trying to think of another business situation where that might happen and honestly I can't think of one.

It is for security reasons same reason its only possible to have 5 CCs on the account.
If an account holder needs more than 5 CCs on his/her account they need to contact us then we will do a quick review and add some more open slots.
