Of course it can't be won. Not while there's rampant liberalism. You can't pacify a population trying to make friends with them. Take a page out of the Roman or Nazi hand books and start crushing the civilian population.
IED attack on US soldiers? Helicopter gunship response on a Mosk. Suicide bombers in the market? Cruise missile response on a school. Eventually they'll smarten up or just die.
