of course its not a "war" where victory can ever be declared. todays world is a world where terrorists have no where to hide, no where to hide their money, no reliable way to move money, few reliable ways to finance and fund their actions, no where to openly train in camps etc etc etc.
saying progress hasn't been made against terrorism when you compare the before and after... is pretty silly.
