Maxmind does GEO-IP right? Can't remember off hand but I use geo-ip. There is a free version if you do not mind the accuracy rate dropping some.
I use it within PHP and it works nice.
Their site is shitty on presentation though. I thought it was a place to get 7-11 coffee at first
