Seems like your jumping to conclusions.
I worked in a few hotels while I was in college. Hotel employees don't use people's credit cards to get a room. They find an empty room, block out it as unusable, and make a card key for it. Simple as pie. For the most part when we wanted a room for whatever reason we just took it.
