There's tons of great characters that smoked in the classic Disney movies, especially the villains... Cruella de Ville would be nothing without her cigarette holder, and the Great Mouse Detective had to have his sherlock Holmes-esque pipe... The poacher in Rescuers Down Under wouldn't look right without a cigar...
I don't see the problem of them making smoking an attribute for the villain characters. Shrug.
