I've dealt with this same kind of situation. I suggest you report the host of NLWH.com which is theplanet.com
If that site goes down, I imagine all of them do.

File a report according to that format and send it to his ISP's abuse address. NLWH is hosted with theplanet.com so abuse@theplanet+com.
Make sure to be very polite and specific, explain your problem in great detail.
Also, it might help to report all this to his latest sponsor. The site that I see the most is a QuickBuck site so, get his details and affiliate id then send a message to webmaster+quickbuck.com.
I am new to the forum so I can't post links, remove all the + and replace with the proper output.
