Out of everything I've read from both sides of the discussion, I've never heard this. And even if all of it is true, it has nothing to do with 9/11.

I'm guessing NORAD does such exercises on a regular basis, a few times a month.

Also, I believe Cheney was in the White House when the attacks started, and was moved into a bunker there.

Not sure if you know this, but the White House is the best connected building in the world. The President, The Vice President, The Joint Chiefs of Staff, and everyone in the military who work in the White House can be directly connected to any military in the unit world. All they need to do is pick up the phone and ask. Air Force One also works in a similar fashion. A more likely explaination is that Cheney was in the White House when the attacks happened, moved to a bunker, and was instantly in command of NORAD and every other military unit involved. This was while the President was trying to break free of school children.

Because our nation was under attack, the President was hidden. I believe (don't quote me here) but he was moved into Air Force one, and then quickly set down at an US Air Force base in Florida, where he hunkered down in a bunker. From there both himself and the VP took command of the situation.
