I doubt history will see bush as great,
Saddam went into kuwait because of slant drilling he felt they were stealing from him and he felt he had the US's blessing.

These statements may have misled Saddam into believing he had received a diplomatic green light from the United States to invade Kuwait (New York Times, September 23, 1990)."

He worked for the CIA that's why nothing happened to him in gulf1.Another theory why we went in after 911 was Saddam wanted to start trading oil for euros instead of dollars.
