Sure, just like
Free Hosted Galleries they are used by site owners who wish not to build their own. Free hosted galleries are typically used by TGPs and Free sites are typically use by link list owners (such as penisbot, link-o-rama, etc..).
You don't have to own a link list to use them, they can basically be used for ever you want really
