sounds very fishy to me, Milky never overed weblicense yet only dvd and vod license and for sure not 1 time license to 10 domains without blocking out asian countries in DRM format, if you licensing form the us company that claims to own dvd and vod rights make sure you get a copy of the japanese license agrement that speficily states they own international and web rights.
