Yeah, but you guys don't understand the system. If you want to get permission, you just bribe your local "captain" (a private person who snoops on everyone in their neighborhood and reports everything to authorities) and have them suggest that a reincarnation needs to happen. It will cost you something like $20 american to get it done.
Rules are just ways for the local politicos to make thier money.
