To me it is wrong. I was brought up to believe that two wrongs do not make a right. You are accusing a program of not paying you...which is a bad thing if true.....but does that give you the right to steal from them? Theft is theft, your theft isn't "ok" because you feel they are stealing from you.
In the end, you will be known as a content thief, why you became one, no one will remember, you will just be known as someone who can't be trusted. Is your own personal reputation worth destroying in an effort to "get back" at someone?
I swear, I don't know who raised half the people on this board, shit like this was drilled into my head when I was young....where is the world heading. You should know this stuff people!
