When they say you cant resell or distribute your bandwidth, what they are trying to prevent is a single person in a neighborhood setting up a high powered wi-fi antennae and selling internet access to everyone nearby... things of that nature. Or one person sharing his internet connection with the entire apt building etc etc.

That may be their intention, but you must also look at how the business model works.
If everyone has a 12MB/1MB plan (12 down, 1 UP) and they all use it to capacity 24 hrs a day... the ISP loses money... they really do. They can't afford for everyone to use it to the fullest extent.
Their TOS/T&C expect you to be the only person burning your bandwidth. It's not just a don't hook up a Wi-Fi antennae and act like StarBucks... it's a don't use this computer connection for commercial purposes because we know what the bandwidth usage will be. A whole lot more than expected.
Sharing, P2P, etc etc burns more bandwidth than you are allotted even if you believe you have 24hr access to what you have signed up for. Any user that continues to burn at full access will either be dropped or will have a restriction filter applied to them very quickly. Then they will be banned from the system once the ISP learns what they are using the connection for.
