There's lots of things they could do to win. Maybe not tonight. And maybe not tomorrow. It won't be easy. But, if they value their reputation they will make the effort.
They have not helped themselves with the way that they have handled this situation. Their response has done nothing to restore any respect in their ability to run an honest program nor any confidence that they can correct the problems in their process and procedures that allowed the situation to occur.
They could have started with acting professionally by being contrite and offering an apology while issuing a statement on what they planned to do in anticipation of the questions they had to know would be asked, including what they were going to do with the money.
