Nope, they don't - because they don't offer PPS. But they indeed pay 15 EUR for a signup instead of $15. They also have some sites that cost only 25 EUR or 20 EUR. But even 10 EUR almost equals $15 at the moment. So I'd say for Payserve for paying in Euros.
