Thunderball.net is a great free link and traffic exchange site which list thousands of sites with PR's. You can purchase traffic through
Traffic Holder,
Choker Traffic, or
Traffic Adept. There are also free programs that you could sign up for and promote like
Mass Traffic & what I like to call
