White listing even now when torrents are fairly new would be a huge project. Anyone who wanted to run torrents would have to submit requests to every ISP. That isn't going to work.
Black listing select trackers as they find them would be easier, but technology always wins and the pirates are constantly on top of that.
This is just going to get more difficult as torrents blend into the internet. Joost, Vuze, Bablegum, Zattoo, etc... use torrents to serve out their video. Many companies are looking towards this as an answer to their video bandwidth issues.
