Ask them or get a hold of Corvette and talk to him if you have doubts. CCbill has always been content producer friendly, you just need to serve them properly and about your own material. They can not just guess, assume, nor monitor every single site that they process for.
I had one of my affiliate accounts suspended by ccbill because the program had a girl who's parents complained to someone that she was underage. The site took down the girl, and I had to beg ccbill to re-instate my account.

So...evidently, ccbill takes underage content very seriously.
