If you think about this a little.. It might put the whole deal about Black water trying to build a base in Cali, in a diffrent perspective.

Remember not so long ago when Alberto Gonads our former DoJ was out there in Cali with the drug bust. Remember he was trying to link pot grown in Cali as being linked to terrorism..

Now you look at this contract and see 20% of the funds are for use inside the US.

Also why has this been kept so hush hush and the media hasn't gotten a hold of it?
