why do sites "mirror" like this?

Just noticing this happening once in a while, sites putting someone else's site in a frame like the source I grabbed below. (I edited the domain out in the framesrc below)

Why do they do this? Can it hurt the site being grabbed in google serp because of duplicate content?

Can a person run into problems if links within the frame end up serving adsense ads while the adult frame stays over top?
