Probably an attempt at snagging some extra SE traffic. I presume google.htm is on their site, what does that have in it?
If you're worried about it then it's possible to use some simple javascript that will recognise the referral from their domain and break out of the frame. I doubt any SE would penalise for dupe content that references the original site in a frame.
