What if we limit a certain amount of available global bandwidth for p2p/tubes etc., like in case the outage occur, these services should only suffer.
Its same like you fixing the % amount of electricity which can be consumed via air conditioners nationwide .. so that bottom-line needs don't get affected.
Tracking protocols and traffic is way easier than tracking air conditioner usages.
