While I wouldn't want to eat that steak, I fail to see how that's worse, let alone 100 times worse. At least with the meat, it's undergoing cooking, killing whatever bacteria or disease that may have gotten onto it via it hitting the floor.
I've seen the same shit myself, so I'm not saying that it doesn't happen... but having worked in restaurants for a good period of time, for every time I've seen it happen, I've seen 20-50+ things thrown away under the same circumstances.
health inspectors also have to regularly and randomly patrol kitchens (at least in FL and Cali). Not sure of Hotel rooms have the same constraints.
