ok i found this on a photoshop forum i'll post it to save you having to read through everything


I have seen this problem before, but only when saving to a network folder. I suppose it could caused by a similar process on a local drive.

Before saving your file, Photoshop creates a .tmp file in the destination folder, then renames it. The problem you are having could be due to anti-virus program holding the .tmp file open while Photoshop is trying to rename it. I overcame the problem on the network by removing .tmp files from the anti-virus realtime protection.

I actually had the same problem, and it fixed itself when I uninstalled and reinstalled.

that may or may not help but unless you have lots of extras or presets installed its worth a shot
