Check Commission Junction...I think that there are a few cig programs you can hook up with there.
I've had some luck, and if you find the right people...they'll buy 10 cartons the first time and come back for more. Must be something to do with the fact that the smokes cost half what they do at the stores. I think the companies selling them are run by native americans.
