Some people sell virtual just to get the client to upgrade to dedicated ...
To say that upgrading to dedicated will necessarely speedup his site is just not true ( If I give him a low end Celeron, it wont be better ... ).
I host big virtual sites, but I do balance those customers/sites across a number of virtual servers . Those servers are then filled up with mainstream low-consumption sites for profitability . Those servers are powerfull to begin with.
One client has 3 big WP sites, spread across boxes for about 120.00 / month ... Oh my god, he could get a dedicated for that price ... isn't it awfull ... he is getting screwed ....

He isn't stupid and isn't getting screwed. If he would put all his sites on one dedicated, he would need a top of the line server with a 10 mbps connection.... ( now, he has access to 3 different 10 mbps ports ... )
A VPS will only garantee you of certain ressources , so your overusage will not penalize the other VPS on that server ....
Some host are reputable for dedicated but not for virtual ....
