Wow, I am honestly stunned that this is still going on. I can think of three programs off the top of my head that are located in the US but incorporated offshore to avoid 2257, taxes, and whatever else, and they still payout with no problems and aren't subjected to one iota of scrutiny. I'm not saying what they are doing is right, but they still payout on time and without a single issue.
Why is it anyone's business how Sticky's business is structured? He uses CCBill, so get over it and either promote him or don't.
