Get back to ccbill, get in on their beta or standard now cascade program which should free up a bit more money per month which by my guess would be a third of your promo budget giving you roughly 1300-1400 to work with.
You own your program and your site. That also means you could take the time to make unique content for your webmasters. This does not mean make a gfy thread doing fan videos or fan signs either as most requests will just be of a personal nature or come from non webmasters. So screen them first and then offer up to do some unique promo content for them.
Consider some cross promotion via content. Hell even I am always trying to do that with solo girls however most do not seem to see the value in it. Pretty simple though, shoot a video or two. We both get to use it. I add you to my site and plug you in my members area which typically converts at less than 1:10 with all clicks. If you promote me is purely up to you, however I get turned down often and I am not even a hardcore site. Other sites will offer the same sort of deal.
So far everything above would actually cost you nothing but time and actually increase your budget. Not to mention webmasters like ccbill better as mentioned since they not only can trust CCbill more they use merged accounts which let them get paid even if they only get one sale from you.
As for your budget now yes you could go out and try to buy some spots but that is hit and miss. Then again you could run a feasible contest across the assorted boards. Something along the lines of maybe a two to four week promo where you give the webmasters 100% of the signup and 50% of the revshare or you could give them 100% of the revshare as well as that is up to you. Then also offer some cash prizes to the top three promoters. Hell even something as small as 500.00 for first, 250.00 for second, and 125.00 for third would still not use up your entire budget yet would get you noticed. Specially if they needed to send say at least five or ten signups during the promo period to qualify for the contest (useless if its a top promoter contest though typically).
Of course you would want to also utilize every single PR ability as possible. Send out press releases to every adult industry mag and such whenever possible.
Then naturally make sure you are listed with and stay on top of every review site out there. They all make great affiliates and many webmasters actually look for new sites by checking review sites.
Lastly make yourself available. Answer any and every affiliate and possible affiliate message and email you get as promptly as possible. If you are not sure about something do not fib or lead them on and just tell the truth and say you do not know.
