Besides 90 pct. of my male classmates at the cybernetics college, I am pretty sure there are many females, not even bad looking, that do.
I also attended international trade n Economics university and from what I have seen there, not sure if 21 but many of the girls looked virgin in their 19 or so.
I knew especially a couple of intelligent and "complicated" girls that had real issues with this. You could also see how was it killing their self esteem no matter how feministic or tough they tried to look.
I was a late bloomer myself and know how much you tend to solve this.
