I had an immediate thought:

The Marines / Army is saying:
"Hey no worries if they do this. We are out there fighting for freedom so that people here can say what they like to say. If they wish to protest, power to them."

Then at the same time the congressman that is getting panty bunched says:
"We will take funding away and show them who's boss. YOU CAN NOT defy the military, if you do there will be consequences."

Now... what is backwards?
