Correct me if I'm wrong, but the substance itself is not flammable, but because of its dust like nature, when thrown into the air, suddenly there is enough o2 around each particle to facilitate combustion.

Same thing works with flour, baking soda, and almost any fine powder you care to mention - the finer the better.
