What does google consider a link farm?

The more I read about google the more I see the term 'link farm' coming up.

Can someone please break down specifically what google considers a link farm in our business.

Would 10 domains each with only an fpa and a table of links to the other ten be a link farm - a cirlcle of interlinked sites like that?

What about a link list with no content?

Is there some kind of rule or strategy for the number of outgoing links on a page? - is there a difference as to how you layout a page of links - is one style a link farm and another not?
