Because the government learned from Vietnam.
For decades they have cut the domestic school funding. Dumb down the education in this country so you have a bunch of brain dead worker bees that are content to work for their corporate masters without question. Bury their finances in the "American Dream". Lock them up in the golden handcuffs so they can't AFFORD to hang their balls out there, march on Washington, or do anything that cuts a few bucks out of their bi-weekly..
So apathetic they can barely lift their lard asses off the couch, much less vote or care about anything that doesn't effect them directly. To get Americans out from the TV to care about anything on a 'global' or national front, it will have to get a lot worse. Like a draft.
Bush and the current administration know this. Which is why they fight putting in a draft to add some more human kindling to the "global war for their corporate masters".
Nothing like a draft to initiate an uprising.
