This is the fault of whoever is managing the software. NATS can't poll if it doesn't have the right information. One might assume that the person watching over things would notice that a biller was no longer 'showing'..

My guess is that this is a 'did not keep up with licensing during transition' issue. so the NATS admin was turned off.

NATS does not record or store the member's credit cards in any way that the people may find useful; it is generally is passed to the biller, and then never referenced, again. There was once a half-implemented feature that would allow rebilling and store minimal CC data via NATS - but it was
never fully implemented, so there's quite a small chance that anyone may have obtained CC data from the servers.
