We addressed the issue with ccbill and here is the response:
"I have verified that your account is active and ready to process payment. Based off of the information that has been provided it sounds as if the account inactive page may be cashed in the affiliates web browser. Please have them clear all data from the browser and attempt again."
We are still working on it with them since it keeps showing for affiliates.
