who do YOU call a girl, who do YOU call a woman?

e.g.

16 year old = girl
21 year old = girl
28 year old = woman ?

whats the standard? and don't tell me that after 18 every girl should be called a woman

edit: I guess non-native-English speakers may see this subject differently as well
