Making insurance mandatory actually is the only way to achieve affordable universal health care insurance. For those who can't afford it, it should be subsidized to the point where they can afford it, but it should still be mandatory.
Without mandatory insurance, the treatment of the uninsured drives up costs for the insured, ironically causing costs to rise to such a point where many can in fact not afford insurance any more.
Not just because they're not paying for insurance and others end up paying for them, but also because their reluctance to seek treatment often leads them to delay treatment until mild, easily treated conditions have become so serious that they require much more expensive treatment.
