Programmer Needed for Project

Friend of mine is looking to hire a programmer for a project he needs done.

Here are the details:

We need a custom video encoding application developed for use within our company.

Basically what we do is manually pull unencrypted video clips off of our clients' DVDs, and they come out in the form of VOB files. From that point we need to convert the VOBs to AVIs, which can manually be done with something like Flask. At that point we want to archive the full-size AVI, and convert the AVIs to Windows Media for use by our customers. The WMV files also have to be watermarked with an alpha image.

So basically I want a batch system to go through the following steps:

1) Allow user to select a VOB video file or files, already extracted from a DVD
2) Enter meta information to be used later in WM encoding (title, copyright, etc.)
3) Convert to approx 640x480 DiVX AVI (or other reasonably HQ archiving format) to be kept for future use, and save that file out to specified directory
4) After archiving the AVI, encode to a 320x240 WMV file, including on it a alpha watermark image that can be specified at some point in the user input, and save that file out to specified directory

There would be a few other bells and whistles here and there, but that's the gist of it. The resulting app can be written in any language you like (within reason), and either executable in Windows/DOS or *nix environment. The Windows Media batch encoder can complete the last step if you decide on Windows. A commandline based app is prefered, no need for a GUI.

Please have experience using video manipulation and encoding libraries, or some similar experience with building video applications.
