I always signal with one very notable exception.
Ya see, I live in Atlanta. On the occasion that I'm lured out into rush hour traffic the rules change. In Atlanta, rush hour is some kind of vehicle warfare. Normal people become rude as shit willing to cut you off to protect 10 feet of space and avoid one more vehicle getting in front of them. It takes an hour to go 10 miles in rush hour, so people lose their minds.
Now, if you're trying to merge on or off good chance traffic for any given ramp is backed up at least a half mile onto the highway at any given exit. There's not a single one of those people who wants to let you in. If you signal, they will close the gap you were looking to slip into and close the door. How dare you get in front of them!
So, you have to use tactics, you learn to hang back, approach the line slowly but aggressively, spot yourself a huckleberry and dive in front of him before he or she can do anything about it. No signal, just see your spot, take your spot.
