I highly doubt that, why do you think dutch hosting became so popular when US made the same law
I know we run all our things as required by laws and regulators (within telecommunication) but I also do know there is a ton of people that do not ahve their shit together.
It will hit primary people that is struggling to survive in the biz, although they may still take it serious.
Without knowing the context of the law I cant comment if it is good or bad, personally for myself I dont care as I have nothing to worry about
It might open the door to buy some cheap dutch programs
