heh , thats like saying if there was a sign at a drunk spring break party saying fighting is not allowed , you wouldnt expect fighting , when i think anyone would understand there will prob still be fighting.
a well trained dog will not attack , most dogs are not well trained and i certainly wouldnt assume every dog at a a dog park would be well trained. Infact i would assume they wouldnt be trained. That being said , the master is the one who's actions i would scrutinize. If the dogs owner ignored the dog and let it go apeshit then by all means get mad at the owner. the dog is just being a dog, it can't help not being trained to be something it isn't
. Most animals fight to get a social ranking. dogs included , smarter animals ( kinda ) like us humans have figured out other ways to decide social ranking. Kinda hard to expect to teach a dog something opposite of that he has been trained for thousand of years.
Most normal size dogs enjoy a little fighting/wrestling, i see no harm in it unless one dog is torturing another , then you blame the owner not the dog. Unless of course the dog collar is around the humans neck
