Come to Ontario Canada in the summer. It's legal and court
tested by a university student in Guelph to have women topless
here.
Ahhh I love wandering the grounds of south western Ontario's
universities in the summer taking in the view. UWO is particulally
good for sunbathers outside the residences. Makes photographer
introductions with amateurs much easier when you can say
"nice tits" and she knows you're not lying.
