No. Not with that kind of current. The whole line would have to be turned off to touch it. Thats even in the code. To take the guy down from there they probably had to turn off everything within 3 blocks of that area to insure safety or wait for a tech to arrive to turn off the hazardous lines around the area which of course would take longer.
He could have been saved possibly in the first 1 minute assuming he released within the 1st second of contact with the live wire, but if the current kept running through him there is little chance of survival. He died instantly.
